Definately a performance mod... if he was to shave his legs it would help his legs to move more freely in his pants. There would be no resistance (between the hairs and the denim or whatever material his pants are made of) and this would allow him to step on the gas and clutch a lot faster.
It would be an extra 10hp at least!!!

But since Ivan wears a dress......would it not be more cosmetic then performance since there will be no friction loss because he is not wearing pants?

well even with his dress, those no hairs will help reduce air friction. this way his body temp will remain lower and allowing him to shift, pedal, and respond at a higher speed. so i say it's performance!
