Easy as in what would you need to do? A complete engine swap or just parts?

Pretty easy then. Definitely worth it then if you want to do that.
Would you have to swap out the ECU as well??

nope. there are so many people who've done it, that all i need is a reflash on my ECM. and then instead of being a stock STI, i'm a stg 3 or 4 LGT and well over a stock STI. most of the guys (depending on supporting mods) that have done the swap are running about 280-300 at the wheels. and that's AWHP, not just 2 wheels! we lose about 22% at the crank so if you factor that in, they're putting down 340-366 at the crank not to mention the insane torque! and that's just the STOCK Sti turbo. once you do the sti swap, you can pretty much upgrade your turbo to anything that will fit on the Sti. that's why so many people do it.

Why not just go for the bigger turbo instead of putting the STi turbo in in the first place?? That way you do not have to buy a turbo twice.

because then you would need alot more than just a swap. as it stands, you have to replace the front brakes at the very least. with larger turbos, you have to upgrade more internals and i don't want to deal with that extra $$$. however, my buddy who just did his STI swap may be doing an upgrade himself. his brother has a monster STI and thinking of doing the H6 swap in which all his upgraded manifold and parts will go to Ralph and I in turn will take Ralphs parts and put them on my car. either the current vehicle or the new one....
